I know of a couple of good bands that do this in some of their songs including The Mad Conductor and Fat Freddy's Drop. I know there are quite a few ska bands in the UK that do this like Sonic Boom Six and Random Hand, but I was wondering if anyone knew of any songs or bands with less emphasis on a harsh punky and Rage Against the Machine sound and more on a smoother, chiller, ska/reggae type of vibe. No disrespect to Rage or those Uk ska bands, Im just feeling this kind of music at the moment.

Heres some examples:

They describe themselves as hip hop/ska/punk
I really like them the style of the vocals are similar to that of the chick from Sonic Boom Six
Aw that sucks man The Mad Conductor is my shit man, but im a hip hop head myself so any chill ass hip hop with skanking is dope enough for me. Imperial Leisure was chill, the chorus was a little poppy for me but i can dig, it was catchy as hell.
Doesn't most dancehall fit such a descriptor?
The Cat Empire may have some of what you're talking about:

This live version is more ska/reggae than their original, but... here's some Ozomatli:

Bedoin Soundclash isn't bad, some of it strays pretty far from ska but they have some good songs that are ska mixed with some odd stuff. This is one that's ska mixed with i guess some kind of funk thing i guess .
Check this shit!
Skip-Hop from Bristol...let the revolution be skipped!

The Cat Empire's new album is awesome, has a great mix of ska, reggae, hip hop, Latin...as to be expected from them...

Also check out the song on See Spot's newest album "The Robbery" called "Gumshoe". It has a cool little rap breakdown in the middle of it.

"Sorry" from Madness ft. Sway and Baby Blue

As far as any more bands that do it exclusively...I've got nothing further than what people have listed above...
me personally id say that hip hop or crap music as i call it couldnt have possibly influenced or been influenced by ska..1 they both came from two totally diffirent times in music...reggea and ska are two pure genres of music and to say that hip-hop had an influence on ska or ska influenced hip hop mainstream crap music is merley an insult to the ska comunity..dnt get me wrong there are bands that are influenced by both sides and as result have made sum descent material but other than that NO!
Surprised no one has mentioned Fishbone yet. Maybe not within the same song, but they drew from ska, funk, rock, metal, hip hop...
So music from a different time period can't influence new music? I'm confused.

There is a whole lot of non-mainstream hip hop out there that is actually very good, well crafted, thought-provoking stuff. There is quite a bit of literature out there suggesting that the ideology behind early hip hop (the 70s and 80s artists) was fairly closely tied up with that of reggae and dancehall music of the time.
